Christine Barbour - Senior Consultant
Christine Barbour is a senior consultant with over 18 years experience in housing and energy efficiency. She specializes in program development and management, meeting facilitation, strategic marketing and market research. Ms. Barbour led the effort to develop the U.S. Department of Energy’s (DOE) Builders Challenge and continues to work on program development. She supports DOE’s Building America marketing and communications efforts and facilitates meetings. She has experience with a number of U.S. Department of Housing and Urban Development initiatives including transit-oriented development and accessible housing. Ms. Barbour is a certified Public Meeting Facilitator with the National Charrette Institute and a trained focus group moderator. She has conducted market research on consumer behavior, innovative building product development, energy efficiency program development and product advertising.
Prior to joining Newport, Ms. Barbour was on the marketing team at D&R International where she managed national Energy Star retail accounts with Lowe’s Home Improvement Warehouse and Costco and administered the Energy Star Compact Fluorescent Lighting program. From 1993 -2000, Ms. Barbour was employed by the NAHB Research Center where she directed a building industry sponsored multimedia communications program to disseminate information on housing products, materials, technologies, and their quality installation. She also managed the qualitative research division and conducted close to 100 focus groups for major product manufacturers. Ms. Barbour led the NAHB Research Center’s corporate image and program branding initiatives. Her first project was to develop and administer DOE’s EnergyValue Housing Awards. Ms. Barbour is a graduate of Smith College and has a Master of Regional Planning from the University of Massachusetts – Amherst. She is an Energy and Environmental Building Alliance (EEBA) board member.
